"Dear Governor: I am writing to you as a concerned citizen to demand action.  As you may know, used vape devices and empty cartridges or pods contain heavy metals, plastics, and toxins, which can contaminate our water and pollute the environment for generations to come.  Additionally, the materials in lithium-ion batteries in vape devices are critical, non-renewable resources.  The materials from improperly disposed vape devices each year could be used to make approximately 50 million iPhone batteries.  Current regulations and our waste management systems create obstacles to collecting these items for proper disposal and recycling.  This situation is contrary to the 2015 Zero Waste resolutions and must be addressed.  Thank you for doing your part to correct this situation."
